Here come the most tedious bits!
Select the Frame1 Layer and choose the paintbrush tool. Make sure that the colour is set to white
Click in the top left corner of the blinkie, then hold down Shift and click the top right corner, then bottom right corner, bottom left corner and finally back to the top left corner. You should now have a white ‘box’ around the image

With the Frame1 Layer still active, choose a dark blue colour and the Paintbrush Tool. We’re going to ‘colour over’ the white border 2 pixels at a time. Start at the top left corner and colour in 2 pixels, skip 2 pixels, then colour 2 pixels, all around the white border, as below


Dont forget to save!
Right click the Frame1 Layer and choose ‘Duplicate‘. Then right-click on the new layer and rename it to ‘frame2‘ and drag it below Frame1
Now click on the ‘glasses‘ next to the Frame1 Layer to hide it
